我国数据产业结构及发展情况研究分析

摘要： 我国数据产业培育随着数据要素市场化配置改革的推进越来越受到关注，但数据产业的概念内涵及细分产业构成目前还没有形成统一意见。在深入分析总结当前关于数据产业研究的基础上，首先对数据产业概念进行了探讨，并对数据产业和大数据产业的区别和联系进行了研究。其次重点围绕数据产业结构划分，将数据产业分为数据核心产业和数据支撑产业，并对各项细分数据产业作了简要剖析，发现两大类产业相互支撑发展的“双螺旋”结构特点。最后对我国当前数据产业园建设及产业政策推行情况和面临问题做了梳理分析。

Abstract： With the advancement of the market-based allocation of data production factors, the cultivation of the data industry has attracted more and more attention, but the concept and connotation of the data industry and its composition of subdivided industries have not yet formed a unified opinion. Based on an in-depth analysis of the current research on the data industry, this paper first discusses the concept of the data industry and studies the differences and connections between the data industry and the big data industry. Secondly, focusing on the structure of the data industry, divides the data industry into the data core industry and the data support industry, and briefly analyzes each of the subdivided data industries. The "double helix" structure characteristics of the two types of industries supporting each other are found. Finally, the current development of data industrial parks and the implementation of industrial policies and the problems faced by the country are analyzed.

引言
我国数据要素市场化建设工作在《中共中央 国务院关于构建数据基础制度更好发挥数据要素作用的意见》发布后进入了一个新阶段，全国各地数据要素发展热度持续上升。但与国家层面将数据基础制度建设作为改革工作的首要任务不同，各地在探索推动数据基础制度体系建设的同时，也非常关注数据要素市场建设能带来的实际经济增长效益，随着改革推进，逐渐对数据产业发展给予更多关注。以2022年四川在德阳市设立全国首个数据要素产业园为代表，各地逐步加强数据产业的落地培育，纷纷建设与数据要素相关的产业园区或产业集聚区，争相推出促进产业发展的政策文件，全国各级省、市、区超10地发布了各自的产业促进政策［1］。据《数据产业图谱（2024）》显示，我国2023年数据产业规模已达2万亿元，2020年至2023年，年均增长率为25%［2］。
然而，当前对数据产业的关注度虽然在不断上升，但总体来看全国对于数据产业的理解和探索还处于初级阶段。各方对于数据产业本身的概念及内涵还没有形成统一意见，尤其在产业构成方面，还难以回答该产业具体包含哪些细分产业的问题，产业的真正落地及可持续发展还面临挑战。
