基于实践分析的公共数据授权运营平台设计及运营研究

摘要： 在充分调研各地区公共数据授权运营平台建设和运营当前进展、存在问题基础上，通过实证研究、对比分析、总结归纳等方法，提出了公共数据授权运营平台需满足的功能要求、网络部署要求等，以支撑公共数据授权运营全流程工作，保障“原始数据不出域、数据可用不可见”。同时，进一步阐述了应建立平台管理制度和运营推广机制，以实现平台的持续优化和使用。

Abstract： Based on a thorough investigation of the current progress and existing issues in the construction and application of the public data authorization operation platforms (PDAOP) in various regions, this article, through methods such as empirical research, comparative analysis, and summarization and induction, proposes that the construction of the PDAOP must be met functional requirements, network deployment requirements etc. These requirements aim to support the entire process of public data authorization operation and ensure that "original data remains within the domain and is available but not visible". Additionally, the article further elaborates on the establishment of platform management systems and operation promotion mechanisms to achieve continuous optimization and utilization of the platform.

引言
国家“数据二十条”鼓励公共数据在保护个人隐私和确保公共安全的前提下，按照“原始数据不出域、数据可用不可见”的要求，以模型、核验等产品或服务等形式向社会提供［1］。国家财政部发布的《关于加强数据资产管理的指导意见》要求建立公共数据资产安全可信的运营环境，在保障安全、可追溯的前提下，推动依法依规对公共数据资产进行开发利用［2］。近期国家数据局向社会公开征求意见的《公共数据资源授权运营实施规范》也提出，实施机构需建立健全安全可控的开发利用环境，支持安全可信流通技术应用，确保公共数据资源开发利用过程可管、可控、可追溯［3］。通过以上国家政策文件可知，公共数据授权运营需要有系统平台作为支撑，只有配备功能完备、安全保护措施齐全的技术平台，才能使公共数据开发利用在安全可靠环境下进(jin)行，激活公(gong)共数据价(jia)值(zhi)。
